I read this differently from Dr.GutHealth, on substance rather than tone. Import rules are jurisdiction-specific and this board keeps giving US-shaped answers to non-US questions. What is a personal-import allowance in one country is a controlled-import offence in another.
The figures, for anyone assembling their own picture. For anyone reading later: the numbers in this thread are worth checking against a primary source before you act on them, including mine. Half the figures circulating in this community trace back to a secondary summary that dropped a qualifier.
I would rather be corrected than agreed with, if it comes to it.

Adding the part of the answer the thread has not reached. Most of what circulates confidently in this community traces back to one summary of one study, and the qualifier was dropped somewhere in the third retelling.
If somebody has the primary source to hand I would rather cite it than paraphrase it.

Shop Reference StandardsFollowing on from BethLabQueen — and this may be the naive question:
How long did you give it before you decided it was working?
Closing the loop on my own question.
Update: the thing I was blaming turned out not to be the cause. Leaving the original post as written rather than editing it, so the mistake stays visible for whoever searches this next.
